Va. Expands Extortion Law To Include Identity Threats

A bill to update extortion laws in Virginia is on its way to Governor Bob McDonnell's desk. Its sponsor, Delegate David Bulova of Fairfax, says it will help address a growing threat that he has experienced first hand. Last summer, Bulova received an email from a man claiming to know his social security number. The sender demanded $30,000 to keep it private. Bulova says he assumed it was spam. Audio

A Tougher Ban on Texting While Driving

Virginia’s ban on texting behind the wheel, enacted last year, was a good first step. But, highway safety advocates argue, it is basically a toothless law that needs some muscle. That’s because its status as a secondary offense can’t in itself prompt a traffic stop. Del. David Bulova, D-Fairfax, wants to change that. He has offered legislation this year to make texting while driving a primary offense.

It's not easy to be caught texting behind the wheel in Virginia.
Under the six-month-old ban, a police officer can't pull over an otherwise law-abiding motorist even if he's mashing the keys in plain sight. "It really does send mixed signals about whether we're serious about enforcing this if you make it a secondary offense," said Del. David Bulova, D-Fairfax, who has proposed a bill to make texting while driving a primary offense. "It rather does hamstring our police officers."

Falls Church Yoga Studios Decry Proposed State Regulation

Yoga instructors across Northern Virginia are stretching into some new position, suddenly needing to advocate against new regulations from Richmond that, they say, threaten to downsize their businesses and cut off thousands of dollars of revenue. Area State Del. David Bulova, a Democrat, said he intends to introduce legislation during the new session of the General Assembly, which begins Jan. 13, to exempt yoga studios from state regulation.

Virginia Bill Looks to Save Trees

Saving existing trees from the chainsaw may become a little easier after legislation sponsored by a pair of area lawmakers is signed into law. Del. David Bulova (D) and Sen. Patsy Ticer (D) are each carrying nearly identical but separate bills that would give jurisdictions in urbanized areas of the Commonwealth, like Northern Virginia, the ability to require builders to spare wooded areas on land under development.

For several Bonnie Brae Elementary students, a public art exhibit is something they can cross off their life’s to-do lists. The students found a little fame when Del. David Bulova (D-37) arranged for their work to go on display on the fourth floor of the General Assembly building in Richmond.
